Lucian Randolph
Lucian was part of the technical adviser group for the digital television transition and has been at the forefront of the high-definition video revolution since it began. He has consulted for multiple major broadcast networks during the massive reinvestment in HD equipment that has occurred over the last fifteen years. With the newly freed spectrum from this transition, Lucian developed a series of new devices that could utilize the radio frequencies that were previously locked in legacy television allotments.

He has also pushed the boundaries of telecommunication infrastructure cost and deployment time with the development of the commercial Air-Tower airborne telecommunication transmitting and broadcast platform. Combining this 24/7 airborne transmitting platform with a military tactical command communication system, Lucian created the ESTR-Com, the Emergency Services Tactical Remote Command system as part of a proposal to create an emergency back-up telecommunications system in the case of catastrophic loss of infrastructure.

This entire platform was the centerpiece of the $6 billion FCC proposal for providing a nationwide emergency service communication network for seamless cross-jurisdictional use by first responders. Lucian’s platform and technology were then evaluated and mentioned by name in the National Broadband Plan (created by the FCC) as part of the effort to provide modern internet connectivity to rural and outlying areas.
